Requirements for the Retention & Re-Acquisition of Philippine Citizenship

Only former natural-born Filipino citizen shall be allowed to take the Oath of Allegiance pursuant to the provisions of the Republic Act No. 9225 or the Citizenship Retention and Re-acquisition Act of 2003.

For children below 18 years old who would qualify for derivative citizenship, original Birth Certificate issued by the NSO or Office of the Registrar General in Canada (long form) should also be submitted.

The Consulate accepts mailed and personal submission of applications. Kindly send the following general requirements to the Philippine Consulate (Attn.: Dual Citizenship Section): For personal submission, please book here.

  1. Duly accomplished application form
  2. One (1) original and Two (2) photocopies of the NSO/PSA-authenticated Birth Certificate (please visit www.psaserbilis.com.ph to secure online)

  3. Note: In case the PSA does not have a copy of the applicant's birth certificate:
    • if born before 1950, the applicant shall present a negative certificate of birth and an affidavit of two Disinterested Persons.
    • If born after 1950, please contact the local civil registrat on the city/municipality where the applicant was born to file a delayed registration of birth.
  4. One (1) original and two (2) photocopies of the old Philippine passport (if not available, please fill up Affidavit of Loss of Philippine Passport)
  5. One (1) original and two (2) photocopies of the Certificate of Naturalization (Certificate and/or I.D.) or Certificate of Oath Taking as a Canadian
  6. One (1) original and two (2) photocopies of the Foreign passport
  7. One (1) original and two (2) photocopies of the Marriage contract (please include court order for annulment of marriage, separation or divorce, if applicable)
  8. Three (3) pcs of 2x2 picture, front view with white background taken within the last six months
  9. Application fee of CAD$72.50. Applicants can pay in cash or money order/bank draft payable to the Philippine Consulate General in Toronto (personal cheques are not accepted). Alternatively, applicants can opt to pay electronically using credit card, debit card, Apple Pay or Google Pay, if submitted in person.
  10. For the children below 18 yrs. old who would qualify for the derivative citizenship.The following are required for each dependent:
    1. Completed and signed Dual Citizenship Supplement for Dependent;
    2. Original Birth Certificate of the child indicating parents' names, plus two (2) photocopies;
    3. Child's foreign passport, plus two (2) photocopies of its data page;
    4. Two (2) recent ID photos of the child (colored, with white background, sized 2" x 2");
    5. Canadian proof of citizenship of the derivative applicant for those born in the Philippines.
    6. Payment of fee of CAD$ 36.25. Applicants can pay in cash or money order/bank draft payable to the Philippine Consulate General in Toronto (personal cheques are not accepted). Alternatively, applicants can opt to pay electronically using credit card, debit card, Apple Pay or Google Pay, if submitted in person, or bank draft/postal money order payable to the Philippine Consulate General, if submitted by mail.

If the documents are complete and the application is approved, we will contact you for the schedule of your oath-taking ceremony. You are required to bring the original documents during the oath-taking ceremony (personal appearance is required).
